HOUSE RULES - REGULATION

For the use of the Kartács street site in Debrecen.

The basic purpose of these Rules is to define and promote the operation of the Debrecen, Kartács utca site (hereinafter: Riding School) operated by the Debrecen Equestrian Academy Nonprofit Ltd. (hereinafter: the Operator) and its highbrow, accident-free use.

Adherence to these Rules is mandatory for all guests in the Riding School!



1. General rules

1.1) SMOKING AND THE USE OF OPEN FLAME ARE PROHIBITED THROUGHOUT THE RIDING AREA! (except for the designated provided.)

1.2) The activities in the Riding School are extremely dangerous, therefore in order to prevent accidents, all persons entering the Riding School are obliged to cooperate with the Operator, fully comply with the regulations, and report any deficiencies to the Operator.   

1.3) Everyone is in the area of the Riding School at their own risk, the Operator does not take responsibility for any accidents or injuries!

1.4) In the area of the Riding School, everyone is obliged to refrain from disturbing, offensive, dangerous behavior and manifestations!

1.5) It is allowed to teach in the area of the Riding School, only with a valid contract concluded with the Operator and with the appropriate qualification!

1.6) The person causing a damage to the infrastructure of the Riding School, as well as to the equipment and devices of the riders and visitors staying in the Riding School is liable for the caused damage and for compensation. The proper use of the tools and equipment is obligatory for everyone!

1.7) On the tracks at least once a day, the person authorized by the Riding School performs track maintenance. During this time, everyone in the Riding School is obliged to accept and leave the course for the duration of the maintenance.


2. Veterinary provisions

2.1) Only healthy, dewormed, non-infectious horses / horses with a valid horse passport, valid vaccination and health certificate may enter the territory of the Riding School.

In case of suspicion of an infectious disease, the owner / rider of the horse holder / guest horse coming to the competition must immediately notify the site manager.

2.2) If the care or hospitalization of a horse is required and the owner or his designated representative is not available, the Riding School Operator may - at its sole discretion and with due regard to ensuring the welfare of the horse - charge its additional costs to the owner or to the person who brought it into the territory of the Riding School, or to the person who has an interest in the horse staying in the Riding School.

If the authority orders quarantine for part or all of the Riding School for animal health reasons, the owner or his designated representative must follow the instructions of the site manager. 

2.3) Feeding a horse (even with fruit, vegetables, reward bites, etc.) that does not belong to that person is strictly FORBIDDEN!


3. Rules for entering and exiting the Riding School area 

3.1) The Riding School is available from 7:00 am to 8:00 pm, all riders and visitors must leave the Riding School at 20:00.

The Riding School Operator must be notified in writing about any other requests at least 2 days in advance. 

3.2) The users of the Riding School acknowledge that there is a closed circuit camera system in the area. Everyone who enters the Riding School area contributes to the recording. The Riding School stores the recordings for 15 days and uses them only in case of violation or crime, or if any of the above is suspected.

3.3) Dogs and other animals, as well as horses (in the absence of a valid contract) may be brought into the area of the Riding School only with the special permission of the site manager! Dogs are not allowed in the riding arenas, in the barn or in the changing rooms.

During riding, horse keepers are obliged to lock, bind or otherwise supervise their dog. Dogs that do not tolerate this calmly, disturb the tranquility of the farm by whining, barking, or otherwise are not allowed on the farm.  

3.4) All owners must clean the stools of their dog immediately! 

3.5) Only the horse of a horse keeper / horse owner who has no debts to the operator of the Riding School can receive a leaving permit. Failing this, permission to remove the horse from the farm may be refused by authorized employees of the Riding School.

Horses may only be transported in justified cases (eg. in case of necessary medical care) beyond the opening hours of the Riding School, in the presence of a person authorized by the Riding School!

We ask everyone to indicate the expected time of return for the smooth care of the horse.


4. Order of equestrian traffic

4.1) The Riding School Operator considers it important that everyone who uses the Riding School for horse riding should be able to play sports in accident-free and predictable conditions, and therefore lays down the basic rules of equestrian traffic.  

4.2) Entering (alone or with a horse) to the riding arenas, everyone has to stop at the gates / doors should signal “please place” with a strong shout and wait until they get permission from the people working on the tracks. Exits and rides from the riding tracks are also done as described.
   

4.3) In order to create the conditions for safe riding, the use of mobile phones is prohibited in any arena.   

4.4) It is forbidden to tie a horse next to any arena (to the paddock, railing).   

4.5) In the case of riders facing the same gait during riding on the riding tracks, RIGHT HANDS MEET. 

4.6) Those in the higher gait use the outer track, those in the lower gait keep inwards.  

4.7) Riders working on different hoof figures (circle, octave, snake line, etc.) always follow the inner hoof ram, leaving the other riders (opposite or in the same direction) leaving enough space next to the wall. It is forbidden disturb a rider working in a circle. 

4.8) On jumping days or jumping lessons, participating riders have advantage over non participants. At the same time, they are required to signal their intent to jump.  

4.9) For riders under the age of 18 and riders participating in jumping training, the use of safety helmet is mandatory!
    After use, all riders are obliged to clean the manure after the horse from the tracks to the manure collectors placed next to the track!

4.10) Even with the utmost care, falling from a horse can occur, which is a part of riding. Horseback riding is one of the dangerous sports, so everyone rides at their own risk. A child under the age of 18 requires written permission or parental supervision.

THE OPERATOR IS NOT RESPONSIBLE FOR ANY INJURY!


5. Horses' training schedule

5.1) Horses may be walked by hand, mainly on the established traffic routes, open riding tracks, in the paddock, and in the covered riding arena, adapting to its schedule.   

5.2) Horses are allowed to move freely, primarily in closed paddocks, according to a pre-agreed paddock schedule. If the schedule of the covered riding school allows and does not interfere with the activities of others (riding, lunging), the horses can be released freely in the cover after work - strictly only under supervision - for the purpose of “rolling”.   

5.3) Everyone is obliged to clean the manure from each area of the sports field (except the boxes) after the horse!


6. The order of the barn and the outer district  

6.1) The stables are primarily used for the rest and care of the horses, therefore it is forbidden to make noise or otherwise disturb the tranquility of the stables!

6.2) Visitors, guests are not allowed in the boxes or paddocks/pens!

6.3) It is forbidden to graze a horse or enter the landscaped areas of the Riding School with a horse.

Keeping the stables and the outer area tidy and clean is primarily the responsibility of the grooms, but at the same time they are not obliged to clean and tidy up after others beyond their job description! Everyone is obliged to take care of the clean-up of the pollution caused by their activities and to eliminate the mess themselves.

6.4) The equipment belonging to the Riding School (bucket, shovel, broom, wheelbarrow, etc.) must be put back to its place after use! This helps other riders to take care of the clean-up of the dirt and the clutter caused by their activities.   

6.5) In all cases, the hooves of the horses must be scraped out before leaving the box.

It is forbidden to leave horses unattended in the designated tying places!

All horse keepers / riders / horse caretakers must leave the hoofwashing area clean after use.

6.6) The cleaning and bedding in the boxes and the feeding of the horses are the sole responsibility and competence of the grooms. Feeds and litter in the stables must not be fed by anyone other than them! If the rider or the owner feels that the care of his horse is inadequate, he is entitled to report it to the management.

6.7) Riders, owners, instructors, visitors may not instruct the grooms employed!

6.8) The basic conditions for hoof and horse washing are provided in the area of the Riding School. The management of the Riding School expects everyone to use common sense when using the tools for this purpose.


7. Order of common areas

7.1) The Riding School Operator provides a changing room and washbasin for its horse owners and its guests, and the club is available to the horse owners with its lounge. The management of the Riding School employs cleaning staff at regular intervals to keep the common areas clean. In all cases, the source of the contamination that occurs beyond the intended use is to be taken care of by the person who caused it. In addition, everyone has a duty to strive to maintain order and cleanliness in general.  

7.2) In the stable of the Riding School, there is a saddle room for riding equipment. This can only be used by horse owners with a valid contract. There are saddle cabinets for the saddle, of which each horse owner gets one. Riders can store their essential equipment for riding in this. The users of the rooms and cabinets must keep them clean and locked. Equipment should not be stored elsewhere. The Operator is not responsible for clothing or valuables left in the locker room.


8. Parking and vehicle traffic regulations

8.1) It is only allowed to park a car, horse-transporting vehicle and trailer in the Riding School in the designated place. The rules of the TRAFFIC apply in the whole area of the Riding School. It is only possible to drive in the area of the Riding School with extra care and at a slow pace (max. 5km / h is allowed) in order to protect the horses and riders.

8.2) The Rules of the Riding School were compiled taking into account the conditions of smooth operation and civilized operation, so that everyone in the area of the institution could feel as well and safe as possible. Therefore, compliance with the Policy is mandatory for everyone!


9. Order of fines that may be imposed in case of violation of the Rules

9.1) The Site Manager may issue a warning for violating the Rules, while the next time the Site Manager may impose a fine, in the cases and to the extent specified in these Rules.

9.2) For the first time, the Site Manager will warn the Violator of the Policy in writing, which will be recorded in the “House Rule log”. The warning will be sent by e-mail or other written form to the party violating the House Rules.

9.3) For the second time, the Site Manager shall impose a fine on the Violator, who shall inform the Violator by e-mail or other written form no later than within 15 days of becoming aware of the act giving rise to it.

An appeal against the imposition of this fine may be lodged by the House Rule violator within 15 days of receipt, addressed to the Managing Director of the Operator.

The Managing Director of the Operator decides on the imposition of the fine on the basis of the appeal.

If the decision made by the Site Manager contains a ban or a ban on an activity, the appeal shall not have suspensory effect.

9.4) The amount of the fine shall be paid by the offender within 8 days from the entry into force of the relevant decision. If he / she fails to comply with this payment obligation, the Operator may terminate the rights of the offender, terminate his / her contracts and arrange for recovery in the ordinary way by law.

9.5) The amount of the fine may be imposed in the amount of a minimum of HUF 2,000 and a maximum of HUF 12,000, depending on the severity of the violation of the Rules of Procedure. An offense is considered more serious if it endangers others or the horses or there is a repeated offense. The fine may be imposed repeatedly.

These House Rules may be amended at the discretion of the Operator, which shall be published and applied in all cases by posting.

The current House Rules will be posted on the notice board of the café at the Riding School and at the entrance of the Riding School.
